- 1 What is Sawit Intelligent Management System SIMS?
- A system developed by the Malaysian Palm Oil Board (MPOB); with the aim of obtaining transaction information along the oil palm industry chain; and provide facilities to license holders to meet license conditions and manage their respective information of their palm oil plantations more efficiently and effectively.
- 2 How does SIMS works?
- It’s to be used to optimize a wide range of processes related to palm oil production. The need for complete, accurate and up-to-date data along the industrial chain for the purposes of analysis, decision-making, monitoring and industrial development. It is also driven by the need to simplify the license compliance process by industry players.
- 3 What is the industry benefit?
- By providing a single source of truth for regulatory compliance data, these systems can help organizations ensure that they are meeting all relevant requirements and avoid costly fines or penalties.
- 1 How can I apply for an MPOB license?
- All applications must fulfill the stipulated criteria in order to be considered. Application for license shall be made online at URL:
http://e-lesen.mpob.gov.my (for main category of license), or http://e-lesenpk.mpob.gov.my (for smallholding).

Before submittting the online application form, please upload the photocopy of identity card and land title, and send them together. - 2 What are the bussiness opportunities in the oil palm industry that I can venture?
- There four sectors in the industry namely plantation, trading, services and manufacturing. You can choose that suits with your interest or company’s nature of business. Please refer the 'Criteria and Guidelines on MPOB License Application' on MyLesen MPOB website ( http://e-lesen.mpob.gov.my ) to get the detail on the category of license, its activity as well as the oil palm products involved.
- 3 How long will it take to process a license?
- A complete application will take not more than 30 working days for all categories of license except for Commencement of Construction of Oil Palm Mill not more than 90 working days, and estate and smallholding not more than 5 working days.
- 4 How much is the license fee?
- The license fee for each activiti and class of oil palm product is RM100 per year, except:
i. Smallholding – free
ii. Milling of FFB – RM500 per year
iii. Commencement of construction of oil palm mill – RM500 per year. - 5 How about if an application of license was rejected, what can I do?
- Applicant may appeal to MPOB within 30 days from the date of reject notification with a fee of RM500 for all categories of license except for category of Oil Palm Mill (MF) and Import (PM) RM1,000.

- Quality declaration on palm oil products for Export (MPOB Q1), Consignment by sea within Malaysia (MPOB Q2) and Import (MPOB Q3) can be made online via http://sunfire.mpob.com.my
- 2 How to obtain a user ID and Password to make the quality declaration on palm oil products for Export (MPOB Q1), Consignment by the sea in Malaysia (MPOB Q2) and Import (MPOB Q3)?
- Please email license no. and company name to eqc@mpob.gov.my. ID and Password will be send via email.
- 3 How to obtain the registered MPOB surveyor’s card?
- Please print and fill up the PL 7S-B1 form (can be downloaded from MPOB website) and send the completed form together with a photo, a copy of identity card and certificate of passed the MPOB palm oil products surveying examination to the Quality Control Unit.).
- 4 What to do if a registered surveyor wants to work with the other surveying company?
- Please print and fill up the PL 7S-B1 form (can be downloaded from MPOB website) and send the completed form together with a photo, a copy of identity card, certificate of passed the MPOB oil palm products examinations and return the previous surveyor’s card to Quality Control Unit.
- 5 When can I enroll for the course and examination on fresh fruit bunch (FFB) grading skill organised by MPOB?
- Please visit MPOB website at www.mpob.gov.my and click for ‘Conferences & Courses’ to refer the course schedule and the the nearest date.
- 1 What does CESS mean?
- Cess is money collected or paid to MPOB in accordance with the provisions of Section 35, Malaysian Palm Oil Board Act 1998 (Act 582) for each ton of crude palm oil or crude palm kernel oil produced.
- 2 Who should pay?
- A person who produces crude palm oil or crude palm kernel oil that is a licensee of the Palm Kernel Factory (MF) and Palm Kernel Refinery (CF) categories.
- 3 What is the rate of CESS to be payed?
- The total crude palm oil cess rate payable by a person who produces crude palm oil is RM16.00 (Ringgit Malaysia: Sixteen Only) for each metric ton or part of a metric ton of crude palm oil produced by him.

- Section 35(4), Act 582 states 'a person who does not or refuses to pay any cess imposed under this section commits an offense and, on conviction, may be fined not more than ten times the amount of the cess payable or imprisoned for a term not exceeding three years or both'.
- 7 Payment method
- Each factory is given a virtual account number for the purpose of paying the Monthly Cess. The virtual account number assigned is unique and different for each factory.
Examples of virtual account numbers given are as follows:

Cess paying factories MUST use the account's virtual number for Cess payments through the following methods :-
1. EFT / Online Banking to CIMB Bank Berhad
Payment must be made in the name of "Malaysian Palm Oil Board / Lembaga Minyak Sawit Malaysia" and the money transfer is made to the virtual number of the Monthly Cess payment account.
2. Check Deposit at the Counter or Check Deposit Machine (CIMB Bank only)
Checks must be issued in the name of "Malaysian Palm Oil Board / Lembaga Minyak Sawit Malaysia" and deposited to the virtual number of the Monthly Cess payment account.
